Before issuing a first El Fatoora invoice, a company has to join the service with Tunisie TradeNet (TTN), the operator of the national platform. The request is made online, on the TTN adhesion portal. This article follows the steps as TTN describes them, then what remains after adhesion, in particular on the side of your ERP or invoicing software.
The four steps of the adhesion portal
The adhesion.elfatoora.tn portal sets out a four step process:
- Company information. Tax identifier, company name and contact details.
- Attachments. The patente, the RNE extract and the legal representative’s identity document.
- Signing the adhesion contract. Either by electronic signature through E-Houwiya, which TTN recommends, or by handwritten signature: the contract is then printed, signed, stamped, scanned and uploaded.
- Submitting the file. The file is sent and its progress can be followed online.
With E-Houwiya, only the supporting documents need to be scanned. With a handwritten signature, TTN asks you to keep the signed originals, which it may request later.
Web mode or EDI mode
At adhesion, the practical question is how your invoices will reach TTN. The portal describes two modes:
- Web mode. Invoices are entered directly online, without integration. TTN presents it as suited to small organisations.
- EDI mode. Your ERP is connected to El Fatoora and issues invoices automatically, for large volumes.
The right choice depends mostly on how many invoices you issue and where they are created. If every invoice is already produced in an ERP, typing it a second time into a portal creates re-keying. If you issue only a few, Web mode can be enough.
After adhesion
Adhesion does not finish the setup. According to the Ministry of Finance note of January 2026, which restates decree no. 2016-1066 (note commune 02/2026, in Arabic), the issuer must also file a declaration with the competent tax office, on a template prepared by the administration, together with the certificate issued by TTN that proves adhesion.
The Idaraty page on adhesion (in French) lists three conditions for issuers:
- hold a qualified electronic certificate issued by a provider recognised by ANCE;
- be subscribed to the TTN El Fatoora service;
- use a solution that complies with the TEIF format.
The same page describes what an electronic invoice contains: the mandatory details of a paper invoice, the issuer’s electronic signature, a unique identifier, a signed QR code, and the TTN signature that confirms it was registered.
What your ERP needs to prepare
In EDI mode, your system produces and sends the invoices. While the file is being processed, it is worth checking:
- Invoice data. Customer tax ID, VAT rates and amounts, numbering: everything the TEIF file requires must already exist in the ERP, clean and complete.
- Format. Every validated invoice must be exportable as TEIF XML, checked against the schema published by TTN. The details are in our article on the TEIF format and the electronic seal.
- Signature. The company certificate must be available to sign each file before it is sent.
- Sending and the response. TTN publishes a web service and an SFTP exchange. The TTN response, accepted or rejected with its reference, has to come back into the ERP so the team does not have to look for it elsewhere.
For Odoo and Sage, the points specific to each tool are in connecting Odoo or Sage to El Fatoora.
What we do
Adhesion, the tax declaration and the certificate remain steps the company takes itself. Axynoxia handles the software side: connecting your current ERP or invoicing software to El Fatoora, TEIF generation, signature, sending to TTN and returning the reference to the ERP. See our El Fatoora integration service or book a discovery call.
Questions
Which documents must be attached to the El Fatoora adhesion request?
The TTN adhesion portal asks for the patente, the RNE extract and the legal representative’s identity document, in addition to the company details (tax identifier, company name, contact details).
Web mode or EDI mode: which one should we choose?
Web mode lets you enter invoices online, without integration; TTN presents it as suited to small organisations. EDI mode connects your ERP to El Fatoora for automatic issuing and large volumes.
Is adhesion enough to issue electronic invoices?
No. You also need to file a declaration with the tax office, with the adhesion certificate issued by TTN, hold a signature certificate recognised by ANCE and use a solution that produces invoices in TEIF format.
