Start with the official text
Article 53 of Tunisia’s 2026 Finance Law extends the electronic invoicing provisions to service operations. Read the law published by the Ministry of Finance alongside the guidance that applies to your business and transactions. Your accountant should confirm your scope and obligations before an integration is commissioned.
This article does not forecast enforcement dates, quote an affected-business count or determine the penalties applicable to an individual business. Those conclusions need current official guidance and the facts of the case.
Check the system you already use
Ask your invoicing provider which El Fatoora interface, document specification and signature method it supports. Request the current technical documentation and evidence of the complete submission workflow. A PDF export alone does not demonstrate an integration with the platform.
Before choosing a replacement product, inspect whether your existing system exposes the invoice data through an API or a structured export. An integration may be possible, but its scope depends on the data quality, available interfaces and supported workflows.
Establish the signing requirements
TunTrust’s Enterprise-ID documentation lists electronic invoices among the uses of its electronic seal and refers to HSM certificates and remote signing services. Do not assume every integration must use a physical USB token or the same certificate price. Confirm the suitable certificate, signing method, validity, renewal procedure and current fees with the providers before purchasing.
Questions to answer before development
- Which invoice, credit-note, currency and tax cases must the integration support?
- Which current document schema and submission interface will the provider supply?
- How will signing credentials be protected and renewed?
- How will the system distinguish pending, accepted and rejected submissions?
- How will retries avoid issuing duplicate documents?
- Which records must be retained, for how long, and how can they be exported?
- What are the onboarding, certificate, transaction, hosting and support costs?
Compare manual operation, an integration and a replacement using your actual volume and supplier quotes. There is no universal invoice-count threshold at which an integration pays for itself.
Verify the workflow before relying on it
Use the provider’s approved test environment to exercise representative invoices, corrections, timeouts and rejected submissions. Preserve the returned statuses and diagnostic evidence. A local XML test or a working dashboard does not prove that a real submission has been accepted, or that an application has been certified.
Axynoxia can assess the software interfaces and engineering work needed to connect an existing system. The assessment should separate legal requirements confirmed by your adviser, provider prerequisites and technical work still to be tested. It should give your team a clear scope before you commit to an implementation.
